About Measnet
Measnet is an international network of wind energy measurement organizations. We are an independent and technically oriented non-profit founded in 1997.
Our mission is to ensure high-quality testing and technical services for the renewable energy industry, along with consistent interpretation of standards and recommendations. We also advocate for promoting best practices across the sector.
By harmonizing measurement methodologies and conducting intercomparisons between technical laboratories, Measnet helps improve accuracy and trust in renewable energy data, supporting better decision-making across the industry.
Since 2015, we have collaborated closely with IECRE as the exclusive provider of Proficiency Tests for the wind sector, in full alignment with its regulations. This partnership, together with the A-Liaison established with IEC TC 88 group in 2019, strengthens our role in fostering technology transfer and accelerating the development of technical guidelines for wind measurement.
Membership
Testing and technical services providers, legally independent from manufacturers, end users or other entities that could compromise their impartiality.
It is an essential requirement that they hold ISO/IEC 17025 accreditation in the areas of expertise they wish to join, or that they are part of the IECRE system.
They also must have proven expertise in measurement and testing in renewable energy.
Finally, the ideal candidate should be committed to the highest quality standards and willing to share technical knowledge with other Measnet members.
Becoming a Measnet member means joining a global network of technical excellence in the renewable energy sector. Our members enjoy exclusive benefits that strengthen their leadership and credibility in the market, such as:
1- To apply for Measnet membership, it is an essential requirement that your organization hold ISO/IEC 17025 accreditation in the area of competence for which they wish to be accepted, or alternatively be a member of IECRE.
Members of Measnet can also apply to join additional competence areas within the organization.
2- The next step is to apply for membership by filling out the online form available on our website.
3- If your application passes the Executive Board’s preliminary review, your laboratory will need to undergo a technical assessment to verify that it meets the technical and quality requirements for Measnet members. This process is conducted in accordance with the Measnet Applicant Assessment Procedure.

The estimated timeline for a totally new joiner (neither member of Measnet nor IECRE) is roughly six months. Nevertheless, the schedule could differ according to the candidate’s characteristics and unforeseen circumstances.
If the assessment team identifies minor deviations during the process, the candidate will have the opportunity to correct them within a specified timeframe.
If, by the end of this period, these deviations have not been corrected and the candidate is subsequently rejected, they may reapply when they consider themselves sufficiently prepared.
However, this application will be treated as a completely new process, meaning that they will be required to pay the full application fees again.
Proficiency Tests (PTs)
Measnet Proficiency Tests (PTs) are globally recognized as the benchmark for excellence in the wind energy industry. We are the exclusive provider of IECRE-compliant PTs for the wind energy sector since 2015.
They consist of intercomparison between different technical laboratories’ wind measurements in a determined area of competence, under controlled conditions, to assess their performance.
Throughout, each participant’s identity is kept confidential; they are assigned numerical IDs to guarantee complete impartiality.
Our PTs provide clear, independent validation that participants meet the highest international standards of quality and performance.
Participating in a Measnet Proficiency Test provides independent proof of your organization’s technical competence while supporting accreditation requirements and access to international markets.
It also serves as a reliable quality mark for customers and helps strengthen global recognition and trust in your measurement results.
According to the IECRE OD 551-17 for the wind energy sector, the following types of organizations are eligible to participate:
They are typically organized into two rounds. Only Type A participants are admitted to Round 1. Type B participants join later in Round 2.

The frequency may vary, although a new PT is typically announced every three years in each area of expertise.

These rates exclude VAT. Additionally, these fees do not include shipping costs of devices needed for certain PTs (such as anemometers or samples), which will be covered by the participants.

Interested organizations must submit their application via the online form on our website, attaching the master agreement provided, duly completed and signed.

Participants in the IECRE system, or those in the process of joining it (provided they can properly show proof), are entitled to participate in a Correction Plan Phase managed by IECRE. After the successful completion of this phase, the participant will be listed as a positive result in the Proficiency Test.
If the participant does not fall into any of these categories, they must reapply for the next edition of the PT.
Expert Groups
Expert Groups play a central role in shaping Measnet’s technical direction. They support the Executive Board and Council of Members on technical matters, contribute to the definition and revision of procedures, and promote improvements to standards.
They also represent Measnet in selected IEC TC 88 subgroups and support the organization of Proficiency Tests under IECRE rules, helping ensure alignment with evolving industry needs and international standards.
